Working on a smooth, low-friction surface, gently gather the lavender tissue frill strip into a fanlike shape with your fingertips (G). Press the pinched end in place, covering half of the base (H+I). Attach it to the stem below the cupped form base with floral tape. Repeat with the remaining piece of lavender frill to cover the other half of the stem (J).
Shape the orange frills. Give each one a gentle curl with the outer edge of your scissors (see this page) and separate the fringe by slowly pulling the frill through your thumb and pointer finger. Each one of these 3 pieces corresponds to each of the 3 remaining double-petal stems.
